    “The limited price commercial houses had the qualities of commerciality and insurance, which were developed by the enterprises and whose prices were limited by the government during the course of bidding.” The authorial people explained, “While the serious problem we met now was the highest limited price commercial housing could not be bid and always be put aside because of the underdeveloped market.”
